2025 Competition
January 24, 2026
On January 9, 2026, the U.S. Department of Housing and Urban Development (HUD) reopened the FY24-25 Notice of Funding Opportunity (NOFO) for the Continuum of Care program (Funding Opportunity Number–FR-6800-N-25) to process eligible renewals for FY 2025 CoC funding. As stated in HUD’s FY24-25 CoC NOFO Update, “Projects that were awarded FY 2024 funds and are not being reallocated or replaced by the CoC may be eligible for selection for FY 2025 funds using their FY 2024 application submission and are not required to apply for renewal for FY 2025 funds (I.B.2.c).”
The Cambridge CoC is taking the required steps to renew all projects at the amounts awarded in 2024 and listed on the 2025 Grant Inventory Worksheet (GIW).
The Cambridge CoC has reviewed all projects awarded FY2024 CoC funds as listed on HUD's FY2025 GIW and deem the projects to be necessary and eligible for renewal in 2025. No projects are being reallocated for the FY2025 competition. Per HUD instructions, the CoC will not need to submit a FY 2025 Priority Listing in ensaps. The FY 2025 Renewal Project Listing below includes all projects that were awarded in 2024 and included in the 2025 GIW and carries forward the project scores and ranks from the 2024 competition.
This posting serves as written notification that all projects awarded in 2024 and eligible for renewal in 2025 were accepted and ranked. No projects were rejected or reduced. Please see the ranking detail below that shows each accepted and ranked project application.

December 2025 Update:
In response to current federal litigation, HUD withdrew the 2025 CoC Program NOFO on 12/8/2025. On the HUD CoC website there is a statement confirming the withdrawal of the 2025 NOFO.
For the Cambridge CoC, we are pausing the local competition process based on the withdrawal of the 2025 NOFO. The December 15 deadline for renewal and new project submissions is no longer in effect. However, the status of the CoC funding process is subject to change as the litigation proceeds and we ask that you continue to monitor events. Additional details will be posted here as we learn more about the funding process.

CoC Builds NOFO
The CoC Builds Notice of Funding Opportunity (NOFO) is a first-of-its-kind opportunity from the U.S. Department of Housing and Urban Development (HUD) for the CoC to submit an application to support development of Permanent Supportive Housing (PSH) in Cambridge. The CoC Builds NOFO allows the Cambridge CoC to submit one application for up to $5 million as part of a competition where HUD anticipates awarding only 25 grants across the country.
The Cambridge CoC is interested in hearing from organizations with PSH developments planned or in progress to determine if the project could be considered for funding through this NOFO.
The full NOFO is available here:
https://www.hud.gov/sites/dfiles/CFO/documents/Foa_Content_of_FR-6800-N-25A.pdf
Please review the NOFO and the conditions contained within it to determine if your project may be eligible. Contact Liz at emengers@cambridgema.gov by September 30, 2024 to schedule a time to meet if you have a project that aligns with this funding opportunity.
HUD will only consider one CoC Builds application from the CoC and the funding is very competitive. If multiple prospective projects are identified, the CoC will determine and communicate a formal review process for selecting a project to submit.
